Politics: Monologue or Dialogue?

As I try to comment on the unfolding election campaign, I’m faced with the challenge that I don’t actually have a clue what messages the party leaders want me to hear.  This is probably my fault, because I have intentionally crafted a lifestyle that is as free as from corporate and political communication.  I rarely watch television, I switch radio channels as soon as a commercial comes on,  I use email spam filtering, and I do this for a reason.    I don’t want my mental environment to be dominated by messages that tell me that I’m nothing more than a consumer of goods and services, that my value is directly tied to the amount that I consume, and that the only valuable decisions I can make in life are picking between competing brands.

The flip side of this is that at the moment, I have no idea what Harper, or Ignatieff, or Layton, want me to hear.  I’ve so far not seen or heard a political ad, or received a campaign phone call.

In general, I’m happy about this.  I’m not inspired by the same-old approach to electioneering; the lawn signs, the commercials, the robo-dialers and  the tired game of tightly controlled political ‘messages.  I’m not inspired by the so-called ‘debates’ that are more about posturing, scoring points, reassuring the base and spreading fear and doubt about the opposition than about a genuine, honest exchange of ideas.

There seem to be very few politicians that are willing to engage in a real discussion with the electorate; although occasionally I witness a counter-example.  A few weeks ago on the popular internet discussion site Reddit.com Anthony Weiner, answered questions in the “Ask Me Anything” section.   Instead of getting a staffer to post pre-packaged soundbites, he actually engaged with the argumentative, sometimes rowdy commentators.   I think this is a hopeful development, and one I’d like to see more of.   Candidates are asking to be allowed to represent the people, and if they choose to present monologues rather than engage in dialogue with the electorate, then they are not worth our support.


Day 5 – NDP Under Construction

So, the lawn signs are coming out.  I went for a bike ride round town today and saw quite a few Patrick Brown signs, and a few NDP ones. So, at least some people are working on this campaign.

Unfortunately, the NDP signs include a link to this site, http://www.barriendp.ca/, which is currently ‘under construction’.

As I’ve mentioned before, I consider  competence and integrity to be the most important values in politics.  While it can be hard to judge the integrity of candidates during a campaign, unless they make it easy for you by making clearly untrue statements, the typical election campaign does provide a good opportunity to observe the competence of a political team.

If my company was launching a major new product, and knew that it had a six week window in which to grab market share, but the website for the product was still ‘under construction’ four days after the product launch, then heads would be rolling.  In general, people aren’t that interested in politics for much of the time, but the time during a campaign is a golden opportunity to broadcast your party’s message, to present your candidates, and to stimulate the conversation.  Currently the NDP in Barrie is failing to do so.  I’m disappointed.


Federal Election Day 4

So I received a flyer through the door today from Patrick Brown, making him the first candidate to get in contact with me.  Unfortunately, it was clearly printed before the election was called and makes no mention of  it at all.

Instead, it is a commercial for Bill C-21. It doesn’t really say very much about it, but is full of words like ‘Corporate Thugs’, ‘Parasitic Crimes’  and ‘Tough new Laws’.  Clearly Brown wants to portray himself as ‘tough’.

(At this point I have to concede that yes, Patrick Brown is tough.  He’s one of the very few people in the city that can beat me in a 5k run…)

However, I’m not that taken by this ‘tough on crime’ posturing.  It’s worth remembering that Corrections Canada is not ‘Punishments Canada’, and has as it’s mission not just incarceration but ‘actively encouraging and assisting offenders to become law-abiding citizens’.

The cost of incarcerating a Federal male prisoner is around  $87,665 per prisoner/per year.  To just promote a policy of increased punishments for those that get caught does not address the cost to the taxpayer of maintaining these prisons, nor the costs to the country of removing people from the workforce.  More importantly,  as reflected in Corrections Canada’s mission statement, the goal of the justice system is not simply retribution, but ultimately restoration – of individuals, of offenders, and of society.*

This is the second communique I’ve received from Brown highlighting his ‘tough on crime’ stance.  Every time I receive one I feel less inclined to vote for him.

Federal Election Day 3

CBC has made available a ‘Vote Compass‘ that purports to help you figure out which leader and party most accurately represents your political position.  While I’m not sure how much value this tool has, I was very pleased to see that in the section about the party leaders, I was asked both how trustworthy and competent I thought each leader was.  I’m glad that this is being talked about, because it reflects my fundamental political philosophy – discussion about policies is useless without considering the competence and integrity of politicians.

On the matter of competence, an election campaign actually gives voters a chance to judge this first hand.  Running a campaign is not identical to running a country, but many of the same skills are needed.  To run a successful campaign, you have to be able to get a team of people to work together.  You have to agree on a message and promote it through all available channels.  You have to create and execute a strategy, you have to juggle competing priorities, you have to work with a budget, and you have to do all these things while others are actively competing with you.

So, how are the local candidates doing so far?  I was disappointed yesterday to see how hard it was even to find out who our local candidates were, let alone any useful information about them.  Are we doing any better today?

  • The liberal candidate has a brief message commenting on the upcoming election, although this was posted four days ago.
  • The NDP still doesn’t seem to have anything to say to the people of Barrie yet.
  • The Green party is asking for money.
  • The conservatives haven’t updated their website in several days.   It’s not obvious looking at it that there’s a campaign in progress.

 

So, overall I’m disappointed.  It’s been obvious for a week that an election was coming.  I would have thought that any competent candidate would have had a personal message to the voter front and center on their website the moment parliament dissolved.  Now is the chance to demonstrate your competence, folks!  Update your blog, tell me about yourself, why I should vote for you, where you stand, what your experience is, and what you’ll be doing during this campaign!

 

 


Federal Election Day 2

ballot boxSo, once again a federal election approaches.  I’m going to take this opportunity to observe and comment on the campaign over the following weeks.

Rather than just regurgitate the talking heads on parliament hill, I want to approach this from a more local perspective.  With all the talk about Harper, Ignatieff and Layton, it’s easy to forget that we don’t actually elect a Prime Minister.  All we do is elect a local Member of Parliament to represent our interests.  The fact that they are affiliated with a political party is incidental, rather than essential, to our political system.  It’s worth remembering that MPs can, and do, cross party lines and vote against their party on occasion.  So I’m going to focus initially on my local candidates. I live in the riding of Barrie, and here’s what I’ve been able to gather so far about the local candidates.

I’ll add to this list as I gather more information.

 

As I’ve argued before, I’m convinced that the two most important qualities needed in any elected representative are competence and integrity.   I’ll be keeping these two character traits in mind as I observe this campaign.

 

 

 

 


Canada’s HR Department

Canada’s HR Department, Part 1

I have a vision.  A vision for a new approach to engaging in democracy in Canada.  One that draws its inspiration from the amazing collaborative achievements of the internet age such as Wikipedia.

I am a firm believer in representative democracy.  The idea that governments are fundamentally answerable to the governed is perhaps the greatest intellectual achievement of the last 1000 years.  However working out the implications and implementation of this idea is still an ongoing project.  However with the rise of the internet we have been given another powerful tool that can be used in service of democracy.

First, I think that there is a fundamental flaw to the political dialogue of the country.  And that flaw is that we consider POLICY to be the most important topic of discussion.  However when considering a candidate for government there are two traits that have to be present before we should even begin to consider that candidate’s policies.

These traits are integrity and competence.  The reasons should be obvious.  Imagine a candidate, let’s call him Bill, is standing for a municipal counsellor position.  Now Bill has sent out flyers around his neighbourhood, and we like his policies.  Perhaps he’s in favour of more traffic calming, or infrastructure investment, or lower taxes, or attracting businesses to the city.  However, all this is completely irrelevant if he lacks the above mentioned qualities.

If Bill has no integrity, then there is no value to his campaign promises.  Perhaps he has no intention of following up on what he has said.  Maybe he’s just reciting the phrases that he feels will get him elected, without ever meaning to actually implement his policies.

Likewise, even if he has the best intentions, if he is not competent, then he will not be able to enact his policies.  Perhaps he has no administrative experience.  Perhaps he is hopelessly disorganised.  Perhaps he is unable to work in cooperation with the rest of the city council.  Even though he promised to sort out the cities traffic problems, it turns out that he has no idea how the municipal budgetting and planning process works, and is unable to deliver on his promises.

Now to a certain extent our political system addresses the second concern.  By the very fact that they have managed to get themselves elected, a councillor has demonstrated that he is capable of at the very least running an election campaign, budgetting for lawn signs, turning up for and engaging in debates and so forth.  But it makes very little provision for the first concern – is our candidate a man of integrity?

The electorate, then, faces a very similar problem to that of the HR department of any corporation.  The HR department has roles that in needs filled, and it needs to find individuals with both the skills to perform the job and the integrity to work for the best interest of the company.

In both cases, really the only tools that we have for judging an individuals integrity is his past behaviour.  If someone has practiced deception, corruption, nepotism, misuse of resources etc. in the past, then it’s not unreasonable to expect this behaviour to continue in the future.  Likewise, if an individual has shown themselves to act honestly when given a small amount of responsibility, we feel comfortable entrusting them with greater responsibilities.

Large enterprises, to greater or lesser extents, have mechanisms in place to assess these traits.  In a well run company, or volunteer organisation, or military regiment, or sports team, an individual who demonstrates competency at his assigned task and integrity in his dealings is recognised and given greater opportunities.

I fear that our political systems sometimes lack these mechanisms.  In the electoral system we have the tools to appoint or fire individuals, but the actual assesment of the behaviour can be very haphazard.

Generally speaking it is seen as the role of the press to keep us, the electorate, informed of the behaviour of our representatives, but the information we are given tends to be skewed towards the ‘big story’.  Major policy announcements, or major scandals, are covered, but we are not given comprehensive coverage of all of those who are working for us in government.

Consider this.  I am represented variously by a Ward Councillor, by a Mayor, by a member of Provincial Parliament and by a member of Federal Parliament.  These individuals in turn appoint cabinets and committees, and are responsible for allocating the resources of the various taxes that I pay. Now, I know who these individuals are, but beyond that, what can I tell you about them?  Can I tell you whether Jeff Lehman is a man of integrity?  Is Patrick Brown a competent adminstrator?  Does his track record indicate an ability to plan well, to estimate costs accurately, to work with his colleagues to complete tasks?  Does Alex Nuttal keep his promises?  If he says that he’ll do something, can we trust that he will?

I think that these questions are of more fundamental importance than party affiliation.  I’m coming to the conclusion that it makes more sense to vote for an individual who’s political orientation is the opposite of your own but who you judge to be competent and honest than a member of your preferred political party who is either corrupt or incompetent.  Surely the former is actually more likely to represent your interests than the latter.

The HR Department

As the electorate, we are the country’s HR department.  We are responsible for choosing representatives to competently and honestly run local, provincial and federal goverment.  As such, we have the same responsibilities as an HR manager – to objectively evaluate a candidates ability to perform the task and the likelihood of them undertaking it in an honest manner.

Given this, what questions do we need to answer for every candidate?  If we were designing an HR evaluation form for all levels of goverment, what would it look like?  How would we mark our representatives and candidates on their ability to execute and on their integrity?  And how could we do this in an objective manner, applicable across all levels of goverment, across every province, and in a manner unbiased by party political affiliations.

In my experience in job interviews, the most useful answers are very concrete.  Saying ‘I am a team player” doesn’t tell the interviewer anything useful.  Giving specific examples of how you have worked in concert with others to achieve a goal is vastly more helpful.  So with that in mind, what concrete questions could we ask of candidates?

At the moment I only have some suggestions, and would love to hear others.  For example:
Competence

  • Has this individual demonstrated management capability in any fashion?
  • What projects has this individual succesfully organised and brought to completion?
  • How has this candidate demonstrated the ability to work with others in a cooperative and constructive fashion?

Integrity

  • Does he put the interests of his constituency before the interests of his party?
  • Are the projects he manages subject to a fair and open bidding process?
  • Does he make his political position explicit?  That is, does he make concrete campaign promises that can be objectively evaluated.  Or does he stick to vaguely defined terms like ‘quality of life’, ‘safety’, etc?
  • Do his actions match up to his promises?  Has he demonstrably followed through on campaign promises?  This requires that the answer to the previous question is yes.
  • Has he ever voted against the party line?
  • Is he available to his constituents?  How hard is it to arrange an interview with him?
  • Does he give clear answers to questions?  Politicians are very, very good at speaking without content.  But it should be possible to analyse political interviews and decide whether or not questions are actually answered; it may even be possible to assign a percentage to this – “candidate actually answered 30% of directly posed questions during debate” for example.  A simple “Yes” or “No” actually carries more information content than “Now, that’s a very good question. And it’s one that a lot of Canadians are asking these days.  And I want to make it clear that, unlike my opponent,  my party believes in clear communication, and understands the concerns of ordinary citizens.  And I’d like to take this opportunity to mention a completely unrelated administrative achievement…”

The Vision


Imagine that we could write an HR evaluation form as outlined above.  And then imagine that in the manner of wikipedia we could get it filled in and kept up-to-date for every municipal, provincial and federal politician in the country.  Remember, once again, that this wouldn’t address political affiliation or policy positions, but solely the integrity and competence of our representatives, with every effort made to be as neutral and objective as possible.

Is this possible?  Many Canadians know what it’s like to perform a quarterly or yearly performance review, so why not apply this to government?  The nice thing about this is that we can start small – setting up a wikipedia style site and beginning the review for a few politicians shouldn’t be hard.  We have an electorate of millions of people, all of whom have a vested interest in the actions of government.  Can we find enough people to hold responsible those who make decisions on our behalf?
